A failure in the pipeline anti-corrosion system caused a condensate leak last week at Statoil's Kollsnes gas treatment plant near Bergen.
This emerges from a preliminary report drawn up by the group on the incident, which saw about 580 barrels of condensate escape from the line linking the Troll Gas facilities at Kollsnes with Norsk Hydro's oil terminal at nearby Sture.
Weaknesses in routines for monitoring the pipeline and for emergency response are identified in the report.
It also highlights a number of environmental and health-related considerations and fire-fighting aspects which require attention.
